In the Community Profile Editor view, you can click the top community profile pic to open the Manage Community Managers editor.
To invite new community managers, simply enter their First Name and Email and click the Invite button.

Approve Requests to become a community manager
Anyone can request to become a community manager, and these requests are also managed in the same Community Manager Editor.
